I do doubt that actually. I think that Marcel Weiß did exaggerated a bit there. Yes, some countries are ahead of Germany in being more web savvy and all, but "Joe the Plumber" from Ohio doesn't know Flickr - just as "Knut der Klempner" from Brandenburg won't know what the hell you are talking about.
